The Prozorro system publishes tenders for purchases by public authorities and municipal enterprises. You can see who won a tender, for what amount and what offers competitors submitted.

The Spending portal shows transactions of state and municipal organisations: who received money, for what and when. This is useful for checking a specific contract.
The city budget

How to read the data
- Start with a specific question: a road repair, a purchase of buses.
- Find the tender by name or by the address of the site.
- Compare the contract amount with the cost estimate.
- If something raises questions, submit an information request to the customer.
The data is open to everyone, so not only journalists but any resident can check spending.
