Who is responsible for the courtyard, the lift, the roof and the stairwell? The answer depends on how management is organised in your building.

The OSBB

An association of co-owners of an apartment building is created by the residents themselves. It:

  • takes decisions on repairs and maintenance;
  • collects contributions;
  • elects a board that runs day-to-day work;
  • hires contractors.

The supreme body is the general meeting of co-owners.

The manager

This is an enterprise that maintains the building under a contract with the residents. It provides services for maintaining the building and the adjoining territory.

Residents’ rights

  • To receive information about expenses and tariffs.
  • To take part in meetings and vote.
  • To demand good-quality services.
  • To challenge decisions that violate rights.

What to do if you are not satisfied

  1. Record the problem: photos, reports, appeals.
  2. Appeal in writing to the OSBB board or the manager.
  3. Call a meeting of co-owners to discuss it.
  4. If necessary, turn to supervisory bodies or the court.

Residents can change the way the building is managed if a majority votes for it at a general meeting. The conditions of voting are set by law and the charter.
