Every decision of the Kyiv City Council goes through a number of stages. It is useful to know them in order to understand at which stage you can influence a document.

Stage 1. Preparing the draft

A draft decision is prepared by the executive branch, by deputies or by other bodies with the right of initiative. An explanatory note and a justification are attached to the document.

Stage 2. Review in committees

Relevant standing committees study the draft: finance, transport, land issues, ecology. They give an opinion and recommend adopting, rejecting or revising it.

Stage 3. Plenary sitting

All deputies gather at the session. The draft is presented, deputies discuss it and vote. Adopting most issues requires a majority of the council’s members.

Stage 4. Signing and publication

After adoption, the decision is signed by the head of the council. It is published in official sources and takes effect.

Where to follow the process

Draft decisions, the schedule of sittings and voting results are published on the city council’s website. You can watch recordings of sessions and see how each deputy voted.

You can influence a decision before the vote: send comments on the draft, appeal to a deputy or come to public hearings.
