Public hearings are a meeting at which residents and authorities discuss an important decision: a development project, changes to a development plan, the use of a territory. It is one of the ways to influence the city without elections.
Why they are needed
The authorities must hear the opinion of those affected by a decision. They are obliged to take the outcome of the hearings into account or explain why not.
How to find out about hearings
Announcements are published on the city’s official portal and the websites of the relevant bodies. They are often announced in advance so that residents have time to prepare.
How to take part
- Read the document being put up for discussion.
- Prepare a short comment: state your position in two or three sentences.
- Come at the set time or send your suggestions in writing if that is possible.
- Ask for your comment to be entered into the minutes.
Tips
- Speak to the point and with arguments.
- Ask specific questions: what the consequences for the district are, what the timelines are.
- Join forces with neighbours: a collective position carries more weight.
Under martial law the format of hearings may change: some take place online. Check the announcements.
